ACPD Make Two Arrests Following Foot Pursuit

On June 14, 2023, at 9:30 a.m., officers were watching a residence believed to have Cheyenne Porter, 28, Arkansas City, inside. Officers knew Porter to have an active Arkansas City District Court Warrant for distributing opiates, distributing marijuana, possession of drug paraphernalia, and two counts of aggravated endangerment of a child.

At 9:44 a.m., officers observed two vehicles leaving the residence. One of the vehicles was known to belong to Porter. A traffic stop was conducted on the vehicle, and officers realized that Porter was not inside.

Shortly after, officers observed a second vehicle pull into a driveway half a block away. The driver of that vehicle was later identified as Marcus Carillo-Miller, 29, of Winfield. Carillo-Miller quickly became agitated with officers and began yelling and screaming.

Officers then witnessed the vehicle leave that residence and again pull over to the side of the road. The driver once again exited his vehicle and was hostile to officers.

At this time, officers contacted the driver and discovered the tag on the vehicle was expired. When officers attempted to detain Carillo-Miller, he ran off. A short foot pursuit ensued, and Carillo-Miller was taken into custody a few blocks away.

Carillo-Miller was arrested for interference with a law enforcement officer, no driver's license, no proof of insurance, and an expired tag. His bond is $1,800.

Officers at the vehicle not involved in the foot pursuit located Porter lying in the rear seat, attempting to hide.

Porter was taken into custody on her warrant. A search of the immediate area where Porter was inside the vehicle was conducted — the search located methamphetamines, illegal narcotics, marijuana, and drug paraphernalia.

Porter was arrested and transported to the Cowley County Jail, where she is currently being held on her warrant, possession of narcotics, possession of methamphetamines, possession of marijuana, and possession of drug paraphernalia. Her bond is $57,000.

A court of law determines a suspect's guilt or innocence.
