ACPD Makes Traffic Stop That Leads To Arrest

On Jan. 13, 2023, at 10:31 p.m., Bobby Joe Donlay, age 44, of Arkansas City, was stopped driving a maroon in color Chrysler PT Cruiser for a traffic violation in the 100 block of East Polk Avenue.

 

Donlay was found to be driving without a valid license, third offense. He was taken into custody and a search incident to arrest led to the discovery of a loaded firearm on his person. Also located on his person was a substance that later tested positive for marijuana and approximately 5 ounces of a substance that tested positive for methamphetamine.

 

Charges for Donlay include Possession of Methamphetamine with Intent to Distribute, Possession of a Firearm by a Felon, Possession of Marijuana, No Drug Tax Stamp, Possession of Drug Use Paraphernalia, Criminal Use of a Weapon, and No Driver's License ‑ Third Offense.

 

Donlay was placed under arrest and transported to the Cowley County Jail at approximately 11:15 p.m. and was initially held in lieu of a $21,900 bond. Cowley County District Court later called the jail and ordered a bond reduction to $1,000 at 11:17 a.m. on Jan. 14, 2023. Donlay was released on a $1,000 bond at 1:27 p.m. on Jan. 14, 2023.
