Arkansas City Police Department Announces Promotions of Four Officers

Four ACPD Officers Promoted

During the June 18, 2024, City Commission meeting, Police Chief Jim Holloway presented promotions of four officers from the Arkansas City Police Department. 

"As Police Chief, I consider the selection of new officers and appointing supervisors and trainers crucial, as they will shape the future leadership of our department. I am proud to present these four outstanding officers who exemplify dedication and excellence in their service. Please join us in congratulating Captain Legleiter, Lieutenant Mayo, Sergeant Velasquez, and Master Police Officer Wilson on their well-deserved promotions. Their leadership and commitment to excellence will continue to enhance the safety and security of Arkansas City," Holloway said. 

Lt. Jason Legleiter Promoted to Police Captain Legleiter, a veteran with over 18 years of service, has been promoted to Police Captain. 

“Jason's extensive experience includes roles as a school resource officer, detective, and investigations sergeant. He has overseen the field training unit and holds an associate’s degree in criminal justice,” Holloway said. 

Legleiter has completed numerous training programs, including the FBI Executive Leadership Institute. He will now oversee the Support Services Division. His promotion was effective April 20. 

Sgt. Matt Mayo Promoted to Patrol Lieutenant Mayo, with nearly eight years at ACPD, has been promoted to Patrol Lieutenant. His background includes work with the Cowley County Sheriff’s Office and private security. 

“At ACPD, Matt has served as a school resource officer and field training officer. Matt is a certified DUI check lane supervisor and has completed the FBI-LEEDA Supervisor Leadership Institute, among other trainings,” Holloway said. 

Mayo will oversee the Night 1 Patrol Shift. His promotion was effective June 1. 

MPO Ivan Velasquez Promoted to Patrol Sergeant Velasquez, who has served ACPD for seven years, has been promoted to Patrol Sergeant. 

"Ivan's dedication to training new officers is commendable. With his completion of several leadership programs, he is well-prepared to lead the Day 2 Patrol Shift,” Holloway said. 

Velasquez’s promotion was effective June 1. 

Officer Jeff Wilson Promoted to Master Police Officer Wilson, who began his career with ACPD in March 2021, has been promoted to Master Police Officer. 

“Jeff has distinguished himself through his daily work and reliability. He is an advanced roadside impaired driving enforcement trainer and defensive tactics instructor. He will be a valuable addition to the Field Training Team,” Holloway said. 

Wilson’s promotion was effective June 1.
